You must be a resident of Sacramento, Sutter, or Yuba County to qualify for CRP's HEAP Program. Your household must also meet certain income guidelines. Based on our agency plan, CRP also takes into consideration the percentage of your household's total income spent on utility bills, as well as key demographic qualities of the household.

Our office phone lines are open for clients Monday through Friday from the hours of 8:00 am to 12:00 pm and 1:00 pm to 4:00 pm. A weatherization specialist will work with you to determine if you are eligible for the program and assist in filling out an application.

To apply for HEAP you must call to schedule an appointment or download the application online. If choosing to download the application, have the form completed and sent by mail.

Residents of Sutter and Yuba Counties should call (530) 671-7590.

Seniors and Disabled Persons
If you are the age of sixty years old or older or you are currently receiving disability income, you may contact HEAP to request an application and we will mail it to your home.
